Scallion Pancakes with Dumpling Wrappers are golden and crispy on the outside, flaky and layered inside, and filled with savory scallion flavor—all ready in just 30 minutes!
I love traditional Chinese scallion pancakes, but making the dough from scratch takes more time. You have to mix the dough, let it rest, roll it out, layer it with oil and scallions, and shape each pancake. Delicious? Absolutely. But sometimes I want scallion pancakes without turning it into a whole project!
That’s where this shortcut comes in. Instead of making dough from scratch, I use store-bought dumpling wrappers and layer them together with homemade scallion oil, a simple flour-and-oil paste, and plenty of fresh scallions.
The fun part is how we shape them. The layered wrappers are cut, rolled into a log, coiled into a spiral, and rolled out again. Once they hit the pan, they become beautifully golden and crispy, with lots of thin, flaky layers inside. It’s such a fun shortcut, and everything is ready in about 30 minutes.
What Are Chinese Scallion Pancakes?
Chinese scallion pancakes, or cong you bing (葱油饼), are savory pan-fried flatbreads made with dough, oil, and scallions. Unlike Western-style pancakes made from batter, scallion pancakes are made from dough that is rolled and layered to create their signature flaky texture.
This recipe is a shortcut version. Instead of making the dough from scratch, we’re using dumpling wrappers as ready-made layers. You still get crispy edges, flaky layers, and plenty of fragrant scallion flavor—with much less prep.

What Do Scallion Pancakes Taste Like?
These scallion pancakes are golden and flaky, with lots of thin, tender layers inside. The dumpling wrappers create those beautiful layers, while the homemade scallion oil gives every bite a rich, savory aroma. Fresh scallions add even more flavor throughout.
I especially love them with the dipping sauce. Soy sauce, rice vinegar, sesame oil, chili flakes, and a little sugar make it savory, tangy, slightly sweet, and a little spicy—the perfect match for the warm, flaky pancakes.
Why Dumpling Wrappers Work So Well
Dumpling wrappers are already rolled into thin sheets of dough, which makes them a convenient shortcut for creating layers.
I overlap four wrappers for each pancake, brush them with the flour-and-scallion-oil paste, and add fresh scallions. Then I cut, roll, coil, and flatten everything together.
The shaping creates multiple layers without having to make and repeatedly roll homemade dough. And because the wrappers are already thin, they become wonderfully crisp when pan-fried.
The Scallion Oil Makes a Difference
Rather than using plain oil between the layers, I first infuse avocado oil with the white parts of the scallions.
Cooking them gently over low heat releases their aroma into the oil. That infused oil is then mixed with flour and salt to make the paste that goes between the wrappers.
It’s an easy extra step, but it gives the pancakes scallion flavor throughout—not just from the fresh green scallions sprinkled inside.
Let’s Talk Ingredients
Dumpling wrappers: I like round dumpling wrappers for this recipe. Gyoza wrappers also work, and wonton wrappers can be used if that’s what you have.
Scallions: Nothing goes to waste! The white parts flavor the oil, while the green parts are minced and layered inside the pancakes.
Avocado oil: Its neutral flavor and high smoke point work well for both the scallion oil and pan-frying. Grapeseed or peanut oil are also good choices.
All-purpose flour: Mixed with the scallion oil to create a paste that separates and flavors the layers.
Soy sauce and rice vinegar: These form the savory and tangy base of the dipping sauce.
Sesame oil: Adds a nutty aroma to the dipping sauce.
Red chili flakes: Add a little heat. You can adjust the amount depending on how spicy you like your dipping sauce.
Step-by-Step: Let’s Cook
Makes: 4
Prep time: 15 minutes
Cook time: 15 minutes
1. Make the Scallion Oil
In a small pot over low heat, add the avocado oil and the white parts of the scallions.
Cook for about 5 minutes, until the scallions are lightly browned and fragrant.
Remove and discard the scallion pieces, then reserve the fragrant infused oil.
Tip: Keep the heat low. You want to slowly infuse the oil with scallion flavor without burning the scallions.
2. Make the Oil Paste
In a bowl, combine the all-purpose flour and salt.
Slowly whisk in the scallion oil until a smooth paste forms.
Tip: The paste helps keep the wrappers flexible and holds the overlapping wrappers together as you shape them, while also helping create those beautiful flaky layers as they cook.
3. Make the Dipping Sauce
In a small bowl, combine the soy sauce, rice vinegar, sugar, sesame oil, red chili flakes, and minced scallions.
Stir until the sugar is dissolved, then set aside while you make the pancakes.
Tip: Taste and adjust the sauce to your liking—add a little more rice vinegar for extra tang, sugar for sweetness, or chili flakes for more heat.
4. Layer the Dumpling Wrappers
Arrange 4 dumpling wrappers in a row, overlapping each one by about 1 inch.
Brush the wrappers with the oil paste and sprinkle with minced scallions.
Use a knife to make 5 horizontal cuts along the row to help create even more layers.
Tip: Gently press the overlapping areas together. This helps the wrappers stick together so they roll up more easily as one piece.
5. Roll, Coil, and Flatten
Roll the layered wrappers into a tight log, then coil the log into a spiral.
Gently press it down to flatten.
Brush both sides with the oil paste to help keep the wrappers from cracking, then use a rolling pin to roll the spiral into approximately a 4-inch round.
Repeat with the remaining wrappers to make 4 pancakes total.
Tip: Roll gently. You want to flatten and connect the layers without pressing so hard that you lose all that beautiful layering.
6. Pan-Fry the Scallion Pancakes
Heat a flat-bottomed skillet over medium heat and add a thin layer of avocado oil.
Add a pancake and pan-fry for about 2 minutes per side, until golden and crispy.
Repeat with the remaining pancakes, adding more cooking oil as needed.
Serve immediately with the dipping sauce.
Can I Use Wonton or Gyoza Wrappers?
Yes. Gyoza wrappers are an easy substitute because their round shape is similar to many dumpling wrappers.
Square wonton wrappers can also work. The final shape may look a little different, but once everything is layered, rolled, coiled, and flattened, you can still make delicious scallion pancakes.
Can I Make These Ahead?
Yes. You can assemble, coil, and roll out the pancakes ahead of time. Keep them separated with parchment paper so they don’t stick together.
If you plan to cook them soon, refrigerate them until you’re ready to pan-fry.
Can I Freeze Scallion Pancakes?
Yes. These are great for making ahead.
After shaping and flattening the uncooked pancakes, place parchment paper between each one and freeze them in a sealed freezer-safe bag or container for up to 2 months for best quality.
You can pan-fry them straight from frozen. They may need an additional 1–2 minutes, depending on their thickness and your pan.
Can I Make Them More Scallion-Forward?
Absolutely. If you really love scallions, add more of the minced green parts between the layers. Just avoid overfilling the wrappers, which can make them more difficult to roll and flatten.

Hi Cici, I have a question I hope you can answer. When I was growing up we always got take out from a Chinese restaurant in Keizer Oregon. We would order these ?pancakes? Not sure what they were called. They had scallions and were crunchy all the way through. They seemed very flaky and flavorful. They were opaque in color. Do you have any idea if they were pancakes? Or what? I’d love to recreate that and have been trying for decades. Hahahaha I absolutely loved them.
Hi Lisa,
